The Peter Principle as a concept of government, society and/or organizations in nothing new. Democracy leads to a great many things and none have anything thing to do with a free society. As we, in America, move further away from the concept of individual freedom and accomplishment to a collectivistic defining of the individual, the democratic process is more to the exercise of greed than to the ideal of a free society.
